According to Apple the app is in breach of developer terms and conditions because it enables access to content of which the company disapproves: Apple criticizes that the CCC’s app allows watching publicly given talks, which among others deal with security holes in the widely used Bluetooth technology, or help “jailbreaking” Apple devices -- enabling the use of applications that have not been approved by Apple. The talks criticized by Apple are all available under the website media.ccc.de and can also be watched through the Apple TV YouTube app, which is not criticized by Apple.

The Chaos Computer Club is Europe’s largest group of hackers and a venue for people interested in all sorts of things from all over the world to meet. They usually meet in small gatherings but also in large conferences. They build, test and tinker. Technical barriers are removed, new things created and old things disassembled. Communication and sharing are in the center of all activities, though. The Chaos Computer Club has been creating videos documenting many of the given talks for many years.

Members of the Chaos Computer Club Frankfurt (http://www.ccc-ffm.de) started a project, which aimed at making available to a broad audience in an easy and entertaining way content from the media.ccc.de portal.

Even though all videos are available online on the Internet, the CCC-FFFM wanted to make them available in an especially easy fashion. Kris Simon called the project “the Netflix of the CCC” referring to the accessibility of content.

The application was ready in time and submitted to Apple’s reviewing process. The message that the app was rejected came seven days later. Apple refers to its “Program License Agreement PLA 3.2(e)” and refuses to include the app on its platform because the content has information about hacking of Apple’s operating system.

Chinese Cyber Espionage: India as Victim

With the disclosure of highly publicized breaches of U.S. public and private sector organizations, there has been a great focus on suspected Chinese cyber activity targeting the United States. Indeed, as of September 2015, the White House has intimated its intentions of drawing up “cyber sanctions” to impose on China in the midst of the Chinese President’s state visit to Washington, D.C.[i] However, alleged Chinese cyber espionage activity is not unique to the United States; other countries have experienced similar activity targeting their own public and private sectors. Cyber spies in particular have victimized India, the most recent of which targeted organizations of “key strategic importance,” according to one computer security vendor.[ii]

Aksai Chin

China and India have long disputed territorial rights to Aksai Chin, a virtually uninhabited area between the two countries.[iii] The only war between the two countries occurred in 1962 over the area in question, ending in a cease-fire and leaving the situation in its current, unresolved state. Pressures between the two governments have often resulted in military troop standoffs, although both sides continually to downplay such events as “localized matters.” Still, both governments remain committed to their positions, despite minor concessions that have served to dissolve tensions. While the two have been amenable, there are several opportunities for flare-ups such as India’s interest in resolving South China Sea issues and China’s close relationship with Pakistan on nuclear issues both of which can serve as catalysts for escalated hostilities along the border.

Disputed territory

China’s suspected involvement in conducting cyber espionage against those Indian organizations that may have insight into India’s position and future intentions concerning the disputed territory is consistent with past suspected behavior. One goal of China’s cyber espionage program is to collect sensitive geopolitical information that can support national level decision-making objectives. For example, similar cyber activity has been attributed to suspected Chinese actors in targeting South China Sea dispute stakeholders, [iv] and in 2011, key U.S.-Taiwan policy specialists at think tanks were targeted around the same time the United States was involved in discussions with Taipei to upgrade the Taiwanese Air Force.[v]

Spear-phishing

Similarly, in the recent incidents involving India, suspicious cyber activity involved targeted spear-phishing e-mails with Microsoft Word attachments containing information on regional diplomatic issues, according to one report.[vi] Targeting specialists associated with China-India border issues, as well as experts in the neighboring countries of Bangladesh, Nepal, and Pakistan demonstrates a concentrated effort to ascertain potential Indian plans and intent for the disputed territory, thereby providing potential advanced insight to Chinese policymakers. Such information can be useful next time the leaders of China and India discuss their border differences.

Hostile cyber activity

India has been a frequent victim of hostile cyber activity. An approximate estimate assesses a $4 billion annual loss to cybercrime activity, most of which comes from China,[vii] intimating that India is still developing a national way forward to securing its networks. But as much as cybercriminals have proven to be potent adversaries, cyber espionage activity against Indian organizations has also been an ongoing occurrence. In 2013, Chinese hackers are believed to have infiltrated India’s Defence Research and Development Organization systems, stealing sensitive documents related to Cabinet Committee on Security and uploaded to a server in China.[viii] Also, in 2012, Chinese hackers were suspected in compromising India’s Eastern Naval Command, which oversees naval operations in the South China Sea.[ix]

Grand strategy

China’s grand strategy primarily aims at protecting its interests, territory, and sovereignty.[x] Indeed, in several government white papers, China has addressed geographical and legal rights pertaining to issues of territorial sovereignty. In its 2010 China National Defense white paper in particular, Beijing advocates its pursuit of a defensive national defense posture while reserving the right to safeguard all aspects of its national sovereignty, to include territory it believes is rightly China’s, against internal and external threats.[xi]

Security interests

Fortunately, none of the cyber activity in question was destructive in nature; however, it does demonstrate the value that China holds for acquiring sensitive geopolitical information directly pertaining to its security interests. While it is unlikely that China and India will engage in another conflict over the disputed border, ascertaining government planning is an important part of supporting Beijing’s goal “of achieving the great rejuvenation of the Chinese nation.”[xii] India has such information. It risks losing it to cyber theft at its own peril.

廣東省長朱小丹昨日被香港記者追問李波案時表示：「我不相信任何一個個案會影響粵港澳之間的、特別是粵港之間的整體關係。一定不會。」廣東省公安廳常務副廳長李慶雄則笑騎騎表示「冇咩好講」，至於會否影響兩地關係、粵港的通報機制是否失效，他都沒有具體回應，甚至說他剛吃完飯，若記者想進一步了解，應提交問題提綱。

李波案有可能不是由廣東省或廣東省的強力部門決策，省政府和公安廳有可能不知詳情，但不可能不知道事件在香港引發的震盪。事件如果不能得到妥善解決，不能讓港人擺脫被中國強力部門綁架的恐懼，莫說港粵關係，就是一國兩制、中港關係都會持續受到衝擊。
就算李波案由國家級的強力部門主導，但發生在廣東境內，朱小丹、李慶雄就不可能不知情。他們如果有些許為港人釋疑釋憂之心，就不會以「相信會有一個實事求是的、公正的評價」、以「相信執法部門會依法處理」來敷衍。朱小丹、李慶雄心不在焉的回應，顯示廣東官員根本沒有考慮李波案對港人、對香港的影響，而是習慣於中國公安跨省抓捕、無視一國兩制對粵港兩地的區隔。
反觀朱小丹昨日在廣東省人大會議上發表的政府工作報告，在粵港關係部份強調的是要聯手港澳發展粵港澳大灣區，提出的具體項目包括建設港澳優勢產業區及粵港澳青年創新創業基地、加快推動粵港澳遊艇自由行、推進粵港澳服務貿易自由化，及加快港珠澳大橋等跨境基建。

大灣區榨取香港剩餘價值

這番表述如果是說給梁振英聽，當然會獲舉手舉腳贊成。因為粵港澳大灣區的建設於去年4月已納入中國「一帶一路」《願景與行動》報告，與梁振英在施政報告中講「一帶一路」多過講香港本地經濟、民生問題一樣，朱小丹這部份的報告也是寫給北京領導人看的。所謂粵港澳大灣區建設，照去年11月廣東省委會議通過的粵版「十三五」規劃建議稿，主要包括共鑄世界級金融中心、打造世界級物流樞紐，說到底，就是再度榨取香港在金融、航運方面的剩餘價值。

然而，朱小丹也好，梁振英也罷，對李波案所表現出來的輕忽，要麼是因案件可能涉及中共高層而未敢置喙，要麼是對案件可能影響港人和駐港外國商人的安全掉以輕心。如果粵港之間的司法合作、通報機制出現斷裂，甚至連擁有外國籍的港人的安全都得不到保障，還如何吸引歐美的金融大亨、航運大亨，以香港為基地挺進廣東？
對於香港普通大眾來說，哪管你把粵港澳大灣區描繪成天堂，哪管你粵港澳官員、大亨如何共富貴，也不管我事。但李波要坐洗頭艇或遊艇去廣東協助強力部門調查，就管我事，我們不指望廣東官員與港人共患難，但我們必須、也只能與李波們共患難。如果朱小丹、梁振英不能就李波案給港人一個公允的說法，不能保證港人的人身安全、讓港人享有免於恐懼的自由，粵港澳大灣區就首先會成為大圈仔再度活躍的地區，能否成為世界級金融中心、物流樞紐，那只是朱小丹、梁振英們的事。

事實上中國政府也已開始面對現實，把今年的經濟重點放在去庫存、去過剩產能方面，並且嚴限企業繼續增加投資擴大生產規模。能否真正落實這個限制投資的指令仍是未知之數，但即使只是部份落實也足以令中國投資增長大幅放慢，從而拖低經濟增長的速度。
本來，投資帶動不行的話還可以靠內部消費帶動，美國經濟增長就長期倚賴內需。可惜，中國經濟轉軌來得非常不合時，當中國需要消費者減少儲蓄增加消費以協助經濟轉型時，中國卻快速進入老齡化社會，人口增長接近見頂並迅速老化，人口紅利及新增勞動力越來越少，退休保障、積穀防飢成了新興中產階層最關注的事，再加上政府及企業的退休保障制度不完善，他們更有必要把更多收入放在儲蓄上以作為未來退休之用。在這樣的情況下，消費不但不可能明顯增加，並且會隨人口逐漸老化而萎縮，根本不可能作為支撐經濟持續增長的動力。
當然，中國政府還有餘力搞一些基建項目保持經濟增長及穩定就業，就像九十年代日本政府大搞赤字預算振興經濟那樣。問題是，新基建的經濟效益每下愈況，再多的大橋、再多的高鐵項目都不會帶來甚麼明顯經濟效益，產生的是浪費而不是消費，最後甚至變成通往No man's land的橋和路，除了建設時有些刺激作用外，不到幾年就變成閒置的「大白象」。
換言之，在政府不時以基建投資刺激下，中國經濟不會一下子跌到谷底或崩潰，而是像洩氣的皮球那樣逐步停滯及萎縮，整個過程就像日本失落的二十年那樣甚至更長。
